The CQS is the commercial and contractual link between the project developer, the contractor and other professionals and firms involved in the total procurement process. For those unfamiliar with the UK market and its procedures, the function is primarily one of a technical- commercial controller / auditor. The CQS is a primary figure in the commercial-contractual administration and control of contract schedules, costs, specifications, bills of quantities, contract correspondence and project close out.
The services provided by the CQS relate to both the pre and post contract phases of a project. This may include providing an initial feasibility study, or an estimate of the total capital, operating and maintenance costs; the control of costs within their budgets and achievement of other targets; the day to day measurement and valuation of work performed; and the handling of contractual claims and disputes, through to overall settlement of the final account. The Lancaster House focus in this role is on the forecasting, estimating, valuation and control of project costs.
